Early Learning PA (ELPA) is dedicated to securing equitable access to a robust system of voluntary, high-quality early care, education, perinatal, and health supports for every child and family in Pennsylvania.
Capitalizing on the critical period of brain development from birth to age five, we advocate for effective policies, systems, and resources ensuring that families and the professionals who serve them are integral partners in our efforts.
We prioritize equity for Pennsylvanians who are systematically underserved due to factors such as race, ethnicity, geography, language, income, and/or disability to promote fairness and inclusion statewide.
OUR MISSION
Early Learning PA’s mission is to secure, adequate resources to ensure all Pennsylvania’s children and families have access to voluntary, high-quality early learning care and education and healthy development opportunities that capitalize on a child’s most rapid period of brain development – birth to age 5.
